Malvern Hills Green Party

                                     Councillor John Raine     Guy Woodford

The Green Party on Malvern Hills District Council

John Raine was elected to Malvern Hills District Council in May 2000, representing West Malvern Ward; he had previously been Chairman of West Malvern Parish Council. He was Chairman of the District Council's Best Value and Planning Committees, and portfolio holder with responsibility for Planning and Sustainability.

John has lived in West Malvern for 27 years, is organist at St.James's Church, and he organised the first West Malvern Festival Weekend in 2003. He is a professor in the Institute of Local Government Studies at the University of Birmingham.

The Green Party has been represented on Malvern Hills District Council since 1987, when Guy Woodford won the Frome Ward. He was joined in 1989 by Barbara Hardwick (Baldwin Ward). Barbara lost her seat two years later, but the election of Ann Storey-Day (The Hanleys) and Chris Lennard (Morton Ward) in 1995 saw a three-strong Green group on the Council, which, because of the balance of power, was able to introduce a number of Green initiatives. MHDC took up the Home Energy Conservation Bill (introduced into Parliament by the Green Party), going into partnership with the Black Country Energy Advice Centre to give advice on energy-saving measures and grants. They built the long-awaited cycle path between Hanley Castle and Upton-upon-Severn and created a cycle path network plan, and they adopted the Environmental Monitoring System, securing financial savings for local Council Taxpayers and reducing waste. After a three-year spell of Conservative control, the LibDem/Green group took control of the Council in 2003. They lost control of the Council in May 2007, but John Raine retained his seat.
